UN Council Endorses the US Gaza Strip Proposal

The Security Council has approved a plan put forward by the US president for achieving a long-term stability in the Gaza Strip, featuring the deployment of an multinational security unit and a eventual avenue to a Palestinian statehood.

Widespread Approval with Notable Absent Votes

This measure was approved by a count of 13-0, with Russia and China declining to cast votes. The US envoy Mike Waltz told the UN assembly that it set “a different path in the region for Israelis and Palestinians and all the residents of the region alike”.

Negotiated Phrasing on Palestinian Statehood

The inclusion of allusions to an independent Palestine was the concession the US agreed to for backing from the Muslim nations, who are anticipated to provide stabilisation troops for the global force.

“The transitional arrangements that we begin today must be implemented in accordance with legal norms and honoring Palestinian self-determination,” the UK chargé d’affaires declared.

Government Objection Continues

Nevertheless, on the eve of the UN vote, PM Benjamin Netanyahu reiterated his government’s strong objection to the creation of a sovereign Palestine, creating uncertainty on whether Israel will accept the enactment of the internationally endorsed measures.

Central Components of the Measure

  • Prompt removal of remaining curbs on humanitarian aid into Gaza
  • Creation of an international stabilisation force
  • Progress on restoration and a possible “route to Palestinian independence and nationhood”

Unclear Phrasing and Conditions

The reference to Palestinian statehood was a negotiated inclusion to an original American proposal which excluded it. But the language is ambiguous and dependent, promising only that once the Palestinian leadership has reformed itself and the reconstruction of the strip is progressing, “the conditions may eventually be in readiness for a feasible course to Palestinian sovereignty and nationhood.”

Global Response

The language did not meet of the strong guarantee to the establishment of a sovereign Palestine beside Israel requested by Muslim nations, as well as EU representatives, but in statements to the chamber after the decision, representatives from those states said they were willing to endorse the settlement in the benefit of continuing the ongoing cessation of hostilities and prompt actions to feed and protect the over two million Palestinians in Gaza.

“Algeria has ultimately decided to support of this document, a measure that we support its core objective, namely the preservation of the ceasefire and the creation of situations allowing the Palestinians to exercise their basic entitlements to sovereignty and nationhood,” Algeria's representative declared.

Execution Hurdles

The resolution provides comprehensive monitoring control to a “peace board” led by the US president, but of undefined composition. This committee has to report to the United Nations but it is not obligated by the desires of the United Nations or by the Palestinian Authority.

It also calls for the formation of a Palestinian technocratic committee that is expected to manage routine management of the Gaza Strip and the distribution of aid, but it is highly uncertain who would be involved.

Stabilisation Team Mission

The mandate of the international stabilisation force authorizes it to remove and dissolve armed groups in the strip, but it is far from clear that would-be troop contributors would agree to attempt to confront such groups. Not a single nation has yet pledged to dispatching troops.

Additionally the criteria for modification of Palestinian leadership, the requirement towards moves to a sovereign Palestinian, have been vague.

European diplomats said they deemed it necessary that the identities of the specialized group to distribute aid was agreed as promptly.
